ASHEBORO, N.C. (ACME NEWS) — North Carolinians receiving food assistance will see partial November SNAP benefits after two federal judges ordered the government to use contingency funds to keep the program running during the ongoing government shutdown.

Following rulings issued in Massachusetts and Rhode Island, the U.S. Department of Agriculture (USDA) announced it will tap $4.65 billion in emergency funds to cover roughly half of the federal SNAP program for the month of November. The decision came after a lawsuit filed by North Carolina and 24 other states, which accused the administration of unlawfully withholding food assistance during the shutdown.

The N.C. Department of Health and Human Services (NCDHHS) said it is now updating its systems to issue partial benefits to the nearly 1.4 million North Carolinians who rely on SNAP. According to the agency, benefits will be distributed at about 50% of the normal maximum allotment, with funds expected to appear on EBT cards by the middle of next week.

“SNAP is more than a benefit – it is a lifeline,” said N.C. Health and Human Services Secretary Dev Sangvai. “While we are encouraged by the decision to require the use of emergency funds, the fact that families will receive only partial benefits is troubling.”
Governor Josh Stein thanked DHHS staff for “working to get [benefits] out the door as quickly as possible,” adding that “half measures from our federal government aren’t enough.”

As of April 2025, 22,350 Randolph County residents received SNAP benefits, with an average household allotment of $175 per month. With only partial funding for November—and funding for December still uncertain—food banks and pantries across the region say they are continuing to brace for demand.
