Who are these candidates? What do they have to say?

Turnover is coming to the Asheboro City Council. Maybe major turnover.

Changes began early in the year when City Manager John Ogburn retired and a successor was named. In addition, Mayor David Smith said he would not seek another term, not an unexpected announcement after being in the seat since 2009 and a retirement shadow looming over him as well. Four people are seeking to replace him.

Two more longtime city leaders, Walker Moffitt and Clark Bell, decided not to run for re-election for their City Council seats, and two other seats held by Bill McCaskill and Kelly Heath are up for a thumbs up or down vote by the public.

Further, two council members, Eddie  Burks and Joey Trogdon, are among those seeking Smith’s seat. If neither wins, both would retain their council seats. If either wins, another spot on the council would need to be filled by appointment, which could lead to yet another newcomer.

With 14 people seeking council seats, there will be plenty of options for voters to choose from.

The previous regime funded major projects to help set the city up for future success. What path will the new group follow, and who should be the ones steering those decisions?

All signs point to this election being a major one for the city. As such, many in the public turned to Randolph Hub to see if we could help shed some light on just who these people are who are running. So I put together this simple but effective set of prompts and gave all candidates free rein on how they wanted to answer them. 

Email addresses provided by the Randolph County Board of Elections (which were provided by the candidates) were used to send invites to all 18 candidates in the Oct. 7 primary, which was forced by the overload of candidates in each race. The mayor’s race will be trimmed from 4 to 2 candidates by the primary and the council race will be shortened from 14 candidates to 8. Then on Nov. 4, voters will hit the polls again to make their final choices.

The prompts were short but sweet: Why you? Why now? Your goals? Final thoughts to sway voters? They were designed to give candidates room to map out their thoughts, and put their own style and flair into them. The size of today’s edition was increased from 16 pages to 20 to get them all in unhindered.

And their answers are shown here. Those who did not make the deadline for the print edition can still send in their responses and they will be included here. Responses  are listed alphabetically by candidate last names in the print version, and so reverse alphabetical order here. 
Each was also asked to provide some sort of contact info should you have more questions for them. Use that. Check out their Facebook pages and any engagement — in person or on social media — that they may be part of throughout their campaigns. Form and frame your thoughts and choices. Then vote.

Early voting
Early voting began on Thursday, Sept. 18, and ends on Oct. 4.
So far, 101 people cast their ballots on Thursday and another 101 voted on Friday. Monday and Tuesday totals were not available before our Sunday deadline.

Candidate forums
— One candidate forum was held on Wednesday, Sept. 17, at the George Washington Carver Center. It involved about a dozen candidates. The video lasts a little over 2 hours. You can watch it by going to youtube.com and plugging this code into the search bar: khBDy2fLrNM.

— Following the primary, a moderated forum will be held at Randolph Community College’s R. Alton Cox Learning Resources Center Auditorium.

The forum is scheduled for Wednesday, Oct. 22, from 5:30-7 p.m. for the eight City Council candidates who survive the primary cut. It’s free to attend but seating is limited to first come, first served.

At the time this story was printed, the forum was scheduled to include only city council candidates. But on Monday, Sept. 22 came word the forum will now include the surviving two mayoral candidates as well as candidates for the Asheboro City Board of Education.

Candidate for Mayor of Asheboro

My core values remain unchanged from when I first ran for City Council: fiscal responsibility, transparency, common-sense leadership, commitment to cost-effective solutions and dedication to positive growth.

Having spent my entire life here, I’ve seen Asheboro grow and evolve. I think Asheboro is a special place with special people. As we face the future, I’m committed to making decisions that reflect the best interests of our community.

One of the top concerns I hear from residents is infrastructure—and it continues to be a key focus for me. As a City Councilman, I supported a budget that tripled the number of road miles being paved this year compared to last. But infrastructure is more than roads—much of it is hidden underground. We are actively upgrading and expanding numerous waste water lift stations and utility lines to meet the needs of our growing population. This work will continue to be a priority in the years ahead.

Another major issue is homelessness. There’s no one-size-fits-all solution, but I believe we can make real progress through coordinated, cooperative efforts between public and private sectors. We need a unified vision and shared goals—only then can we create lasting, effective solutions.

Taxes also remain a key concern. I was not on the board when the last tax increase was approved, so I won’t speak to that decision. However, I firmly believe we must seek alternative sources of revenue rather than continuing to place the burden solely on taxpayers.
As a general contractor, real estate broker, business and economics graduate, business owner and current City Councilman, I bring a well-rounded, hands-on understanding of both managing complex projects and solving real-world problems. I appreciate the trust and support you placed in me for City Council, and I ask for your continued support as I seek to serve Asheboro as your next Mayor.

What in your background makes you a good candidate?

I spent 36 years in the military before retiring from Federal Active Duty in 2023.  During that time I held roles of increasing responsibility culminating in a staff position over a Company sized element of over 200 people.  Prior to that I worked in Manufacturing as a supervisor, production manager, and plant manager.  I have decades of institutional knowledge in personnel management, personnel recruitment, logistics, budgeting, IT infrastructure (deployment, provisioning, and security), force management, and many other areas.  I hold a Bachelors Degree in Business Admin and Information Technology from Liberty University.

Why you? 
Life long resident who raised two children, care for aging parents, and not just understanding of, but live the day to day struggles we all face in the pursuit of family, security, and our future.

Why now? 
After retiring from a career in the military I felt it was inappropriate to be concerned with issues and not be willing to commit the time I have available to serve others.  We all want to know that someone has our best interest in mind without having to constantly hold them accountable.  I am volunteering to be that voice of the people who work, raise children, take care of aging parents, take care of there home, and plan for their future, getting up the next day to do it all gain.

Your goals? 
I have a vision for Asheboro that includes: Removing the supply of illegal drugs.  Holding all accountable to adherence of community standards.  Create a food truck/ live music park much like the one that Wilmington, NC just opened. Cut waste while providing those that support the city the tools, wages, and support they need. Update infrastructure to a level that supports new industry.  Court new industry that creates the income and long-term careers for our younger generation to be able to remain if they chose so that we may hand a quality community off to them to lead the future. Maintain affordable housing, at an above average standard, so that anyone who wishes call Asheboro home may do so.

What in your background makes you a good candidate? 
I have a long history of public service throughout Asheboro and Randolph County, having served in numerous civic, business and elected positions over the past thirty plus years. With each of these organizations the members have trusted me with positions of leadership. I am the only candidate to have served as a Mayor. During the past eighteen years of service on the Asheboro City Council, I have proven to be conservative when needed and one with vision for investing in the future of our city as we transitioned from a small manufacturing town to a vibrant regional partner for North Carolina. I have played a role as a strong team member in leading our city from one of the fastest dying cities in the nation to an All America city that is thriving today. 

Why you? 
Experience matters. Having served the citizens of Asheboro since 2007 I have developed key relationships with our County, State and Federal partners essential to achieving the levels of growth we have achieved, and more importantly, the growth that is yet to come. While it’s nice to reminisce about the good old days, we need to be focused on the future. Each decision the city makes needs to be focused on the next twenty years. I’ve strived to do just that. Think back to twenty years ago. Are we not better today than we were then? Yes, we are. 

Why now? 
Each of the candidates vying for a seat at the Council table probably have some great ideas for where they would like to see Asheboro grow. Some have no experience, while some have a brief history of service. Knowing where we’re going and how to get there require a significant level of maturity that only comes from years of heavy lifting and planning the best route. As a city, we are well on our way to being more than could once be imagined. We have many projects in the works that need to be completed as we progress with regional partners making North Carolina the best state in the nation to do business. We need a fiscally responsible, business minded, experienced and well connected Mayor to achieve our vision for balanced growth. If you do your homework, I should be the logical choice to lead us moving forward. 

Your goals? 
In 2008 as we worked to rebrand our city from a dying mill town into a real destination for tourism and advanced technology. I’m thankful for the opportunity to have served along side some outstanding leaders from Mayors, Council members and professional city staff, but more importantly, we have a generous community of citizens who saw our vision and worked alongside to help us get to where we are today. We’ve done so much to make our city attractive, and there’s still more to do. Much of our next steps will be to shore up the foundation of our beautiful city. We’ll look at making significant investments to our infrastructure, securing public safety, and making changes necessary to guide us securely into the next twenty years. 

Final thoughts? 
There are many good candidates from whom we must choose to guide Asheboro into the next four years. Four years is a short time in the history of a city that has existed since 1796. Realistically, we need to elect a Mayor with a proven track record of thinking about future generations, twenty years and more ahead. It’s easy enough in today’s world to discover details about each candidate. This is an important decision, so do your homework, reach out to each candidate for more information. I believe that you’ll find my name, Eddie Burks, will show up at the top of your research. Typically, we elect our municipal leaders with ten percent or less voter turnout. We must do better than that, so Go Vote!

As a mother of three, small business owner and active community leader, I understand firsthand the struggles and hopes of Asheboro families. I hold a Bachelor of Science in Healthcare Management with a focus on Public Health, which gives me a strong foundation in problem-solving, systems thinking, and advocating for healthier, more equitable communities. I have served on local boards, volunteered with schools, and worked across sectors in healthcare, education, and advocacy. I believe I am the candidate who best represents all of Asheboro. I bring both professional and lived experience that reflect the diversity of our city. Asheboro is at a crossroads. Families are asking for better opportunities, young people are asking to be seen and supported, and residents want leaders who put people over politics. I’m running now because our city needs fresh leadership that is inclusive, accountable, and focused on building unity.

Clean Water & Air: Protect and improve Asheboro’s environment by ensuring clean water, air, and responsible development.

Pamela Vuncannon

I am a hometown girl and I love our city and everything that makes Asheboro so special. I am the daughter of Bobby and Betty Short and a Class of 1987 Blue Comet. I met and married my husband of 30 years, Jimmy Vuncannon, right here in Asheboro and we were married at First Baptist Church. We are members of Sunset Avenue Church of God and live in the heart of Greystone with our four furry rescues, Lady, Diamond, Lovey, and Molly, our three-legged chunk of happiness.

My career is in mortgage banking and tax accounting. I serve Asheboro as the Vice Chair of Planning and Zoning and Board of Adjustment and have served two decades on the Asheboro Strategic Planning Committee and Land Management Committee. Many of you know me as the founder of Asheboro Randolph Animal Alliance, a 501c3 rescue serving since 2014. I manage Lost and Found Pets of Asheboro, NC and Surrounding Areas and Lost and Found Pets of Randolph County, NC, the community’s trusted resources for reuniting lost pets and their families. 

As your City Council member, my focus will be on you. Listening, collaborating, tackling challenges finding solutions, and celebrating our quality of life in Asheboro.  

Public Safety — Supporting our Police and Fire Departments with a continued focus on recruiting, training, and retaining the most qualified first responders to keep our community safe. Replacement of equipment and expansion of services to meet our growing population with the completion of our new state of the art fire station. Maintaining our ISO 1 fire rating to keep insurance premiums low and ensure fast response times.

Infrastructure — At more than 225 years old, there are lots of repairs and replacements needed to roads, sidewalks, equipment, and parks in our city.  Water, sewer, and treatment systems need repair and expansion to provide clean water and keep it flowing to our taps.  We need to address downtown parking challenges and pedestrian safety.  City employees need to be taken care of so they can take care of you, our citizens.  

Government Accountability — I will ensure that every tax dollar is spent wisely to improve the quality of life for our citizens.  A balanced budget with needs coming before wants along with transparency in spending your tax dollars is my focus.  I am committed to strong financial reporting and audit practices that have earned the city a Certificate of Achievement for Excellence in Financial Reporting for over 20 consecutive years from the Government Financial Officers Association.

Economic Development — As an 8-year member of planning and zoning, I have helped pave the way for many completed and upcoming projects supporting small businesses, affordable housing initiatives, and businesses bringing higher wages. We should capitalize on our strengths to support tourism with the new Agricultural Center, Zoo City Sportsplex, McCrary Ballpark, and the NC Zoo.  As a member of multiple strategic planning committees, I have helped develop the vision for managed growth plans, paving the way to our All-America City designation in 2016. We are in the process of updating the current plan to carry us into the future.
Pro Community — Our hometown feel is what makes Asheboro a great place to live and visit. A managed growth plan will allow us to grow responsibly and keep the unique qualities that make Asheboro special.  We need to capitalize on our recreational amenities and continue improving and growing our cultural experiences, arts, events, recreation, and activities for our youngest community members to our seniors.  

The heart of our city is neighbors helping neighbors, volunteerism, servant leadership, and working together to support dedicated community organizations.  Providing more opportunities that make Asheboro a great place to live, work and play will improve our quality of life. Citizens, government, businesses, and non-profit organizations working together to identify and address challenges with viable solutions for our city will always give us the best results.

As a connector of people, I have learned the importance of meaningful conversations with people from all walks of life.  My father taught me through his small business to listen with intent to others.  In becoming connected to Asheboro by growing a business offering quality affordable living accommodations and by being involved in my local church, I have been able to see how people live, excel, and even sometimes struggle.  I feel that I understand both the challenges and potential of this community.

Why you?
As a lifelong resident, I have enjoyed growing up in Asheboro, and now I want to help future generations enjoy a prosperous life that only a small city like Asheboro can provide.

Why now?
Now that both my children are off to college, along with the fact that I recently came off the road from my career, I feel that I can offer my time and energy to serve the community that has given so much to my family and me.

Your goals?
My focus is to help make Asheboro one of the greatest cities in North Carolina in which to live and work; to foster a community of cultural and educational depth, with affordable living options available for residents; and to help develop a city in which my children and future generations would rather live than any large city.

Introduction
My name is Phil Skeen, and I am proud to announce my candidacy for the Asheboro City Council in the upcoming election. As a lifelong resident of Asheboro, born and raised in this vibrant community, I am deeply committed to guiding our city toward a future of growth, prosperity, and opportunity for all residents and visitors. My goal is to ensure Asheboro remains a strong, forward-focused community—a place where everyone can proudly say “Asheboro, exactly where I want to be.”

Background and Experience
I have lived my entire life in Asheboro, currently residing on Shamrock Road with my wife, Jane. For the past 44 years, I have served as an account manager with Hunt & Co., where my philosophy of proper preparation as the key to success has driven my professional achievements. This principle has guided me throughout my career and will shape my approach to serving on the City Council.

My public service record equips me with the insight and expertise needed to address Asheboro’s challenges and opportunities. I served 10 years on the Asheboro Planning Board, including as co-chair, and as Chairman of the Board of Adjustment, giving me a deep understanding of city growth and management. Additionally, I retired in 2005 as Assistant Chief after 34 years as a volunteer with the Asheboro Fire & Rescue Department, the last active volunteer in the department. This experience provides me with unique insight into the operations of a critical city service, particularly as we plan for a new Station 3 and the need for qualified firefighters and modern equipment.

Beyond these roles, I have been actively engaged in our community. I am a past President of the Randolph Rotary Club, where I served as assistant governor for three District Governors and earned the distinguished Paul Harris Fellow award. I also spent 25 years in part-time funeral service with Loflin Funeral Home in Ramseur, served six years in the U.S. Army Reserve, and currently lead a Class Act team for Asheboro City Schools. As an Elder at Central Carolina Community Church, I remain deeply connected to the values and needs of our community.
 
Preparation and Commitment
To prepare for this role, I have attended all open Asheboro City Council meetings over the past 19  months, ensuring I am well-versed in current city matters. My extensive experience in public service, business, and community leadership positions me to be a steady, accountable, and results-oriented council member. I believe local government should be practical, transparent, and focused on delivering results that prioritize the best interests of Asheboro’s citizens.
 
Priorities for Asheboro
If elected, I will focus on the issues that matter most to the security and prosperity of our residents, including:
— Strengthening and maintaining critical infrastructure, such as water and sewer plant operations and delivery systems.
— Prioritizing street maintenance and improving city equipment through strategic, planned replacements.
— Promoting new retail venues in downtown Asheboro and addressing parking solutions.
— Enhancing recreational services for residents of all ages.
— Supporting the needs of our Fire and Police departments to prepare for anticipated growth demands.

Mary Joan Pugh

Reason for running
Asheboro is at a pivotal point in its history.  The City is experiencing significant growth and a major change in leadership. A new City Manager is in place, and the upcoming election will bring a new Mayor and at least two new Council members. With more than forty years of experience in State and local government, seven in municipal administration including as Asheboro Community Development Director, I feel I should step up and give back to the city that has been my family’s hometown for nearly fifty years.

Goals
Strategic Planning for the Future - Municipal leaders must be proactive. As a Certified Planner with more than 40 years of experience, I know how to anticipate and prepare for the infrastructure and budgetary challenges the City faces. If elected, I will work closely with the new Mayor, fellow Council members and City staff to develop a fiscally responsible Capital Improvement Plan and Budget that addresses our most pressing infrastructure needs. This includes replacing and expanding aging water and wastewater treatment facilities, repairing water and sewer lines, improving streets and sidewalks, and purchasing essential equipment and facilities such as a new fire station. 

Maintaining Fiscal Responsibility – In planning for upcoming needs, I will ensure the City models fiscal responsibility. I will fight to make sure the City is prudent in the expenditure of tax dollars and utilize my expertise in grants to obtain funding from non-City revenue sources for projects when appropriate.

Improving Quality of Life – As the Vice Chair and a founding member of the Randolph County Tourism Development Authority Board where I represented the NC Zoo for over twenty years, I am experienced in providing quality of life amenities for all residents and visitors to our community. As we continue to experience growth in industrial, commercial and residential development, it is important that Asheboro keeps and enhances what it holds dear. I will advocate for the City’s vibrant Downtown with its local retail, restaurants and entertainment. I will ensure Asheboro’s share of room tax revenues is used effectively to market local destinations such as the NC Zoo, Zoo City Sportsplex and Agriculture Center to the benefit of City residents while attracting new businesses and tourists. As a part of this growth, I will encourage incorporating walkable communities with sidewalks and greenways connecting outdoor facilities and neighborhoods. 

Why vote for me
As a Certified City Planner with four decades of experience in State and local government including thirty years as Deputy Director of the NC Zoo and five years as Assistant Secretary of the NC Department of Environment and Natural Resources, I have the knowledge and skills to be an effective and forward-thinking member of the Asheboro City Council, who is in touch with the values of our community. Whatever the issue, I pledge to give it my full attention, actively listen to all sides, carefully consider the options and do what is in the best interest of the City and its residents.

 

Joel McClosky

I’m Joel McClosky, and I’m running for Asheboro City Council because I believe our city’s next chapter should make every resident feel proud to live here, confident in our direction, and sure they belong. 

My life has been deeply connected to this community, just like yours. I’ve worked as a public-school educator and co-founded two small businesses downtown. I’ve hired and trained local teams, signed paychecks, managed tight budgets, and partnered with churches, nonprofits, schools, and arts organizations to bring people together. I’ve been a Rotary member and Club President, served on the Asheboro/Randolph Chamber of Commerce board, and been Vice President of Downtown Asheboro, Inc. I currently serve on the Executive Board of RhinoLeap Productions. I was selected to join the North Carolina Leadership Forum and elected as the Founding President of the Triad Brewers Alliance, as well as chosen by my peers to serve on the North Carolina Craft Brewers Guild Board of Directors. These experiences have taught me how to listen, build coalitions, and accomplish things collaboratively, with every voice being heard and valued. 

I understand the concerns many of you are facing. You want safe neighborhoods, reliable city services, and a thriving downtown and beyond. You’re worried about unsheltered residents, housing costs, and whether our infrastructure can keep pace with growth. These are not just your imaginations; they’re real issues. And I promise, with clear priorities, firm standards, and compassion rooted in accountability, we can directly address these concerns. Here’s how I’ll lead. 

First and foremost, my commitment is to your safety and the quality of life in our city. I’ll work tirelessly to support our local police and fire services by improving recruitment and retention, investing in training, and supporting the tools that help our officers and firefighters perform their duties effectively. To serve every person in Asheboro, I will pursue a care-and-accountability plan: provide assistance quickly, expect lawful behavior with clear rules for public spaces, and follow through. We can, and should, be caring, kind, and helpful, while also setting expectations to ensure a safe and secure environment for everyone. 

Second, focus on our local businesses and overall economic vitality. I will work to simplify permits and timelines when possible, revise confusing rules, and make it easier to start, expand, or improve a business. Let’s activate vacant spaces, support programming that increases foot traffic and tourists, and keep Asheboro welcoming for families, visitors, and longtime residents alike. A thriving small-business ecosystem makes Asheboro stronger and more resilient. 

Third, smart growth and housing. We need more options that regular working families can afford. I’ll support “missing middle” housing near jobs and services, and align infrastructure planning so roads, water, sewer, and public safety keep pace with where we’re growing. Growth should serve our people, not catch them off guard. 

Fourth, youth, parks, and families. My wife, Kristen, and I are parents of an eleven-year-old and former foster parents to multiple children. We know parks, greenways, and recreation are essential for a healthy city that retains families and attracts tourism from other areas. I will support trails and facilities connecting neighborhoods and partner with Asheboro City Schools, Uwharrie Charter Academy, private schools, homeschool associations, RCC, and the Zoo so our kids can learn, work, and build futures locally. 

Finally, fiscal responsibility. We’ll prioritize needs over wants, measure outcomes, and fund programs that work. Every public dollar should help create safer streets, stronger neighborhoods, and a city that cares for its people.

I am a family man, a neighbor, and a small-business owner who believes Asheboro’s glory days should be honored. I recognize how this city has risen from hardship to become what it is today, and I think our city’s best days are yet to come. I am a lifelong resident of Asheboro, a graduate of Asheboro High School and East Carolina University. For thirty-two years I was employed with the Department of Social Service as a child protective service worker and supervisor. During my employment I served on many child welfare boards and committees. Currently I am on the Randolph Senior Adult Association Board and the Asheboro City Council.

Elected Asheboro City government is in for major changes come December 2025. Two long term City Council members will be leaving the Council along with Mayor David Smith. It is also likely another Council member will need to be appointed by Council after our new Mayor is elected.

Several major issues will await the new Council in December. With my four year experience on the Council I will be ready to step in and address these issues.

The major issues mentioned above include completion of a water pipeline from Asheboro to Wolfspeed Company on the Randolph - Chatham County line. We will also need to deal with the request by County Government for Asheboro to take over operation-management of utilities in Southern Randolph County (water and sewer) and Eastern Randolph County (water). There are also the utility issues of Asheboro’s water system connection with the Piedmont Regional Water Authority and ongoing litigation in two different Courts concerning our waste water treatment plant. This is not to mention continuing issues such as repair of aging infrastructure, reduction of the high city tax rate, construction of a third fire station and dealing with the City’s homeless problem. Now I want to stress these issues will affect the manner in which Asheboro is managed for decades.

I want to emphasize in my final thoughts that there have been many positive developments in my four years on City Council, including completion of several new outstanding recreation projects, a continued thriving downtown, new housing growth, request for annexations and successful hiring of a new City Manager. I request that people vote for me because of my experience to continue positive growth in Asheboro.

What in your background makes you a good candidate:
I have lived and worked in Asheboro for the last 30 years and have been a resident of Randolph County for the past 42 years.  Over the last 30 years I have actively worked to improve the community in which I live and work.  

I have served on advisory boards and committees throughout our community including, RCC Business Technology Department Advisory committee in 2000, e-Randolph Strategic Plan Steering Committee, Subcommittee Chair for infrastructure in 2002, Asheboro City Schools 1:1 Initiative Advisory Committee in 2010, Asheboro Downtown Business Association Chairman (2011-2019), Randolph County 2016 Strategic Planning Process, Asheboro / Randolph Chamber of Commerce Chairman in 2018 and board member (2004-2007 and 2013-2019), Asheboro’s 2020 Land Development Planning Committee, and Downtown Asheboro Inc Chairman (2020-2025).

As an active member of the Asheboro / Randolph Chamber of Commerce since 1995 I have helped promote our community and local businesses as well as volunteer for the many local community events that have been sponsored and put on by the chamber of commerce over the past 30 years.  As Chairman of the Asheboro Downtown Business Association I helped organize and keep informed our downtown businesses as our downtown began revitalizing.  Most recently as the Chairman for Downtown Asheboro Inc. along with our board we have been able to help facilitate multiple property rehabilitations in the downtown footprint as well as bring new and exciting events to downtown such as the Friday night summer concerts and StrEATery events. 
I have served my community as a member of Asheboro Rotary Club through numerous service projects over the past 24 years as well as work with Partnership with Children, United Way, and Communities in Schools.  I am a long-time member of St. John’s Lutheran Church as well as a husband and father of two beautiful girls.

Why you?
I have a strong desire to help our city grow and prosper.  I have experience in serving our community through multiple past involvements with many of our local non-profits, businesses and civic organizations and as an Engineer by profession, I bring knowledge to the many complex discussions on infrastructure that will come with our continued growth.

Why now?
I believe I can bring knowledge and experience to the city council and as our city continues growing, I will be able to help facilitate that growth in a manner that best benefits our city and its citizenry.

Why am I running again and what are my goals?
It’s been a true privilege to serve each of you as one of your Council members these last four years, and I am running again for two main reasons. 

First, I love and am invested in Asheboro. I started coming here in 1990 when I met my now husband, and got married here in 1992. My love for this community is also reflected in the professional and volunteer work I’ve done for almost 20 years.
My professional career has primarily been with public sector organizations that serve the community. In Asheboro, I worked for Randolph Community College primarily as the Special Assistant to the President for Events and Projects from 2010-2023. I also worked as Director of Marketing and Development for the Randolph Partnership for Children in Asheboro from 2006-2009. Other career highlights can be found on my campaign website.

My public service experience in Asheboro has served me very well on Council because of the familiarity I have with all aspects of the community and its organizations and businesses, and the relationships I have developed over many years. I have also forged new bonds since being on Council that will continue to be tremendously helpful as we complete the work that’s in front of us. Specific volunteer work includes:

— Board member for Randolph Asheboro YMCA since 2025
— 2024 Recipient of the Athena International Award for Community Service
— Volunteer with the NC Zoo

— Volunteer with Keep Randolph Beautiful downtown Asheboro trash pickups
— Volunteer for the Chamber’s Christmas events committee since 2006, which coordinates the annual Christmas parade and the annual Christmas on Sunset
— Previously served on the boards for Downtown Asheboro Inc., the Asheboro Randolph Chamber of Commerce, including as Board Chair in 2020 and 2021, and the Randolph Health Community Health Foundation. 
— Chamber of Commerce Volunteer of the Year award in 2014

Second, I campaigned four years ago about public safety, infrastructure needs and growing with a purpose. That’s what most people told me was important to them, and people still tell me these are the most important.  These three areas remain the foundation behind the decisions I make on your behalf. To borrow a phrase from our city manager, the picture I think about is taking better care of “Asheboro’s house” – our streets, sidewalks, water and sewer lines, existing parks and that we have city staff to address that; ensuring public safety and that we have the police and fire and rescue professionals to have that; and our house definitely needs more houses, especially affordable housing options. We must continue to grow in a responsible way that protects what makes Asheboro special – and public safety, infrastructure and how we grow are huge parts of what must be constantly considered. I am running again because I want to use the knowledge and experience I’ve gained by being on Council and working and volunteering in Asheboro for close to 20 years to continue to work on these three areas.

Why should you vote for me?
After four years, I would never say I have all the answers but I guarantee I know how to get the answers. I spend a lot of time asking questions, doing research before and after Council meetings, learning about city operations by being out in the field as much as I can, visiting proposed zoning and rezoning sites, and I listen to a LOT of people. I already had a network of contacts before I was elected, but I have added to that network since I’ve been on Council – my Council experience combined with the people I know across Asheboro means I can make better, more informed decisions on your behalf.

One thing people say about me is I am everywhere. I truly try to attend every event, gathering, function, fundraiser, I’m there. I did that before I was elected, because that’s who I am, but since I’ve been on Council, it’s been especially important because it’s made me visible, available and approachable and very connected to what’s going on in ALL areas of Asheboro. Many of those conversations at those events help inform me of what’s important to YOU.

I am retired, and I have the time and energy to devote to this role every day – time which will dramatically increase due to everything that’s happening and coming. 

Finally, I have no agenda beyond serving each of you, the city as a whole and working on Asheboro’s house with a focus on public safety, infrastructure, and intentional growth. Being a small business owner of Garcia Sports Therapy & Mobile Events, LLC in Asheboro, a Small Business Counselor and ESL Instructor for Randolph Community College, and health care provider via Physical Therapy for our local hospital for over a decade, and living in Asheboro for over 30 years helps me understand our community needs and as a newcomer in community leadership hungry to help find solutions and have a new perspective on how to improve the city we love.

Why you?
Being a Citizen of Asheboro for over 30 years, I’ve been beyond blessed from God and this community to become a local product of Asheboro. It’s my turn to give back and continue to pour back into my beloved community of Asheboro and help lead all communities being an ear to listen, a face you can talk to about your city concerns, and a voice in this city.

Why now?
With all the divisions we have in the country at the moment, I have a higher calling from God to serve as a peacemaker in our community and help bridge the gap between all demographics, socioeconomic status, and political parties.

Your goals?
My primary for the community of Asheboro is Business Expansion. Bringing the right businesses to Asheboro focusing on larger franchises on our main highway 64. Focusing on local small business growth on our primary street of Fayetteville Street, Downtown Asheboro, and adding vendors and commercial kitchens for small business restaurants to the Zoo Sportsplex would help solve many problems our city faces to help with funding for infrastructure, creating new jobs, adding to our budget revenue, and public safety funds.

Dr. Jimmy T. Efird is a candidate for the Asheboro City Council. He is interested in seeing Asheboro flourish as a business friendly city, with a vibrant arts community. As Asheboro grows, it will be important to attract investors who will help to sustain the quality of life of residents, provide well-paying jobs, and contribute to community programs. Serving the citizens of Randolph County since 1989, I have developed a strong commitment to community safety and support. My experience as a Randolph County Sheriff’s deputy has equipped me with vital skills in law enforcement and crisis management. Additionally, as a retired Chief of NC DPS Probation Officer, I have overseen rehabilitation programs and worked closely with offenders to promote positive change. During my tenure at the Randolph County Sheriff’s Office, I successfully managed the detention center, ensuring the safety and well-being of both the staff and inmates. My dedication to public service is unwavering, and I strive to maintain a secure environment for all residents.

Since 2006, I have proudly served the citizens on the Asheboro City Schools Board of Education. During my tenure, I have taken on significant roles, including Vice Chairman and Chair of the Policy Committee, as well as participating on the Treasurer Committee. These experiences have deepened my understanding of teamwork and collaboration. I believe that to achieve our shared goals, it is essential for Asheboro City to work together, valuing each member’s contributions. I am a proud citizen of Asheboro, where I was born and raised. My educational journey began in Asheboro City Schools, and I have dedicated my career to serving our community. Since 1989, I have worked in law enforcement, and in 2006, I joined the Asheboro City Schools board.
